Approved by Frisco voters in 2006, delayed by the environmental cleanup of the former Exide site (over $62 million), and finally under construction. Phase 1, Civic Park, carries a $43.39 million contract with Crossland Construction. Mayor Jeff Cheney called it a generational gift.
